Department Purpose:

Oxfam’s humanitarian programme aims to contribute to minimizing the threats of natural disasters and the consequences of man-made disasters, prepare for those that cannot be stopped and be in a position to respond effectively to humanitarian needs after a disaster has occurred. Oxfam believes that all people – women, men and children – have a right to life with dignity and, therefore, a right to protection and assistance in the event of a humanitarian crisis.

Oxfam’s humanitarian response in Afghanistan covers Emergency Food Security and Vulnerable Livelihoods (EFSVL) and Water, Sanitation and Hygiene (WASH) sectors where protection, safe programming is integrated and mainstreamed.

Team Purpose:

Oxfam Afghanistan is scaling up its humanitarian response to meet the basic needs of protracted IDPs as well as linking emergency response with early recovery and development. Project Manager will be overseeing the project at overall at district and provincial level both on operational and program aspects and expected to represent Oxfam at the field level, provide required guidance to the team and provide input for the relevant assessments and helping Oxfam humanitarian team in setting up the humanitarian response in the region whenever required.

Job Purpose:

This position will manage the “Food Security support to IDPs in Nangarhar as part of COVID-19 Response in Afghanistan” Project.  The incumbent will lead the Food Security support project and supervise the day to day activities and liaison with Food Security and Agriculture Cluster (FSAC), Directorate of Agriculture, Irrigation and Livestock (DAIL) and other stakeholders in Nangarhar and Province. In addition, she/he will lead project staff capacity development efforts on Food security and cash based interventions in Emergency/Emergencies. 

Job Responsibilities:

Project management component:

Manage and coordinate the project activities with partners and relevant stakeholders;

Coordinate the planning, implementation, and monitoring of projects activities undertaken by project staff, according to approved project document and budget;

Coordinate reporting on budget expenditures and follow up on the budget utilization;

Coordinate and facilitate monthly partners meetings to review the project progress and planning;

Maintain continuous dialogue with project team on changes and developments in project implementation;

Support the development of an effective partnership between Oxfam and its partners as well as stockholders  based on equality, transparency;

Develop a Monitoring and Evaluation system for the project in close coordination with Oxfam MEAL department, and undertake field monitoring visits;

Together with the MEAL department, guide partners to ensure quality reporting and continuous monitoring and to establish effective beneficiary accountability and feedback mechanism;

Ensure that narrative and financial reporting and other donor requirements (such as audits) are met in line with donor agreements and Oxfam policies, procedures;

Develop stories, case studies or input for any other written materials for external communication on the project(s);

Ensure that the (digital and hard) archiving of the project documents are correctly done and maintained;

Build capacity of project staff and partner organization, provide training and promote learning;

Ensure Oxfam and partners’ humanitarian programming is in line with Oxfam’s minimum standards and promote sustainability through establishing linkage of humanitarian response, recovery with longer-term development programs;

Develops strong relationships with relevant institutional donors and private sector actors and works collaboratively with the Funding team to mobilize funds;

Participate in relevant sectoral, Cluster and NGOs coordination meetings at Central Zone  and at Herat  (provincial) level, as required;

Stay deployed in the field in emergency situations to support or lead the humanitarian response and support the implementing partners;

Perform any other duties as required.

Technical Agriculture and other emergency component:

Provide technical and strategic leadership and direction in the design of Oxfam and partner Agriculture support and Emergency Food Security interventions.

Support programme management for Agriculture and Food security component, to ensure quality, timeliness, and scale of overall Oxfam humanitarian programme delivery; including support with preparing quality proposals, reporting and financial monitoring.

Lead Oxfam and partners in the development of feedback and complaint mechanisms for beneficiaries

Contribute in the design of Oxfam and partner, Agriculture and Emergency Food Security interventions;

Support Program manager in development of advisory messages, leaflet, about effective livestock management, feeding and fodder cultivation, preservation, and storage techniques and practices;

Work with Oxfam’s Humanitarian Program Manager, Project manager, EFSL, Gender, WASH, and Protection sector leads as well as Humanitarian Adviser and humanitarian field officers;

Work with Oxfam Afghanistan staff on Oxfam’s emergency responses and preparedness;

Work with local partners on the humanitarian situation and on the planning, implementation, monitoring, and evaluation of the projects;

Attend relevant coordination meetings, FSAC, Early Warning WG, PDMC, and other forums in  provincial, district level when required.

This job description is attached to the employment contract. Job Requirements:

Essential:

·         Post Graduate degree in veterinary, Agriculture, NRM, or any other related field;

·         At least 3- 5 years’ experience in the design, development, and management of food security and livestock projects in the Humanitarian program including a minimum of 2 years in a coordination or management role;

·         Proved experience in displacement and durables solutions contexts; 

·         Well-developed knowledge and understanding of Early Warning Mechanisms and Emergency Food security and livelihood in areas of humanitarian and resilience building.

·         Proven track record and experience in project management;

·         Demonstrated experience of working in collaboration with local partners;

·         Well-developed analytical and strategic planning skills with the ability to influence the wider programme strategy;

·         Demonstrated experience in conducting training, and providing capacity building to local partners and beneficiaries;

·         Able to work under time pressure and long hours whenever required;

·         Resilience, flexibility, and adaptability to work successfully under stressful conditions;

·         A high level of social-cultural sensitivity when dealing with colleagues, partners, and beneficiaries;

·         Excellent interpersonal skills, including diplomacy and tact, in order to be able to liaise effectively, with a range of stakeholders, including NGO partners, community leaders, and government officials;

·         Ability to build positive team dynamics, and to motivate and manage a team;

·         An ability for creative problem solving and innovation in complex and /or restrictive working environments.

·         Fluency in Dari and Pashtu, with excellent written and verbal English language skills;

·         Good writing and presentation skills;

·         Previous work experience in Herat province is an advantage.

·         User level computer literacy (Office Package, Outlook, etc.); 

·         Willingness to travel to rural, remote and insecure areas in Afghanistan.

·         Demonstrated experience of conducting trainings, and providing capacity building to local partners and beneficiaries;

·         Resilience, flexibility and adaptability to work successfully under stressful conditions;

·         A high level of social-cultural sensitivity when dealing with colleagues, partners and beneficiaries;

·         Excellent interpersonal skills, including diplomacy and tact, in order to be able to liaise effectively, with a range of stakeholders, including NGO partners, community leaders and government officials;

·         An ability for creative problem solving and innovation in complex and /or restrictive working environments;

·         Fluency in Dari and Pashtu, with excellent written;

Desirable:

·         Able to work under time pressure and long hours whenever required;

·         Well-developed knowledge and understanding of DRR, NRM, Early Warning Mechanisms and Emergency Food security and livelihood in areas of humanitarian and resilience building;

·         Demonstrated experience of working in collaboration with local partners;

·         Good writing and presentation skills;

Education:

·         Post Graduate degree in Social science, or any other related field;

Experience:

·         At least 3- 5 years’ experience in the design, development, and management of food security and cash transfer projects in emergencies in the Humanitarian program including a minimum of 2 years in a coordination or management role;
