About IOM:

Organizational Context and Scope

IOM, with financial assistance of the European Union, developed the 5-year Reintegration and Development Assistance in Afghanistan (RADA) project to support sustainable reintegration of returnees within their communities of return. RADA is implemented in eight provinces of high return to achieve the following results:

1. Sustainable reintegration: Returnees and communities in areas of high return in Afghanistan share an enabling environment for sustainable reintegration in which returnees reach a level of economic self-sufficiency, social stability within their community, and psychosocial well-being that enables them to cope with (re)-migration drivers.

Activities include: integrated community development projects, support to businesses, start-ups and Technical and Vocational Education and Training (TVET).

2. Capacity strengthening: The Ministry of Refugees and Repatriation (MoRR) and its departments at the provincial level, has strengthened capacities to plan, coordinate and facilitate the provision of comprehensive reintegration assistance.

Activities include: technical assistance, peer-to-peer capacity building and the establishment of referral mechanisms and structures such as Reintegration Information Centres (RIC) at the provincial level.

3. Reception Assistance: Persons who are returned to Afghanistan under the Joint Way Forward Framework and additional arrangements on non-voluntary returns, are provided with immediate assistance at the airport in Kabul, Afghanistan.

Activities include: medical and psychosocial screening and referral, temporary accommodation and onward transportation.

4. Knowledge development:  Comprehensive data collection, trend monitoring, and research contributes to an evidence base on return, reintegration and development policy and practice in Afghanistan.

Activities include: data collection and analysis to monitor results, impact and contextual trends, publications and roundtables contribute to policy discussions at national and international level.

Under the overall supervision of the RADA Project Manager and the direct supervision of the RADA National Programme Officer (Finance) in Kabul, the successful candidate will support in monitoring financial compliance of the IOM Afghanistan managed, EU funded project “Reintegration and Development Assistance in Afghanistan” (RADA) through the following responsibilities:

Responsibilities and Accountabilities

Implementing Partner Financial Reporting

Assisting in IP financial report validation, expense verification, document completion, compliance, and tracking.
Verifying IP financial reporting is in accordance with the concluded agreement, which includes flown-down conditions from the donor agreement, as well as applicable IOM financial rules.
Managing, already established matrices, and developing, if needed, new matrices for IP financial report expense verification and document completion. Flagging any contested transactions and following up with IP for timely correction.

Financial Document Verification and Tracking

Verifying documents raised within RADA, which bears any expense, are in-line with IOM Financial Management Rules and Procedures and RADA’s specific procedures before they are processed in other relevant IOM departments.
Double-checking the cost breakdown of requests and ensuring appropriate budget lines are used.
Verifying Reception Assistance payment vouchers are complete, correct, and compliant to agreed set of required documents.
Managing tracking matrices for RADA expenses and payments. Monitoring and following up with the Treasury Unit to ensure expenses are released on time.

Project Financial Management

Assisting in validation of RADA projectization (i.e. cost allocation) and budget line usage.
Assisting in managing RADA’s budget follow-up tool to monitor budget vs. actual on continuous basis and in the RADA’s monthly finance meeting.
Assisting in preparing RADA financial reports including annual donor report.
Any other tasks assigned by line manager as deemed necessary.

 Education and Experience:

University degree in business administration, finance, accounting, or economics.
A minimum of three (3) years of work experience with increasing responsibilities in finance/accounting.
Familiarity with generally accepted accounting procedures.
Excellent knowledge of and experience in the use of the MS Office package, especially Excel.

Languages:

Fluency in English and Dari required,
