Welthungerhilfe it is one of Germany’s biggest non-governmental relief organizations. Non-profit making, politically independent and non-denominational, the organization is run by a Supervisory Board of honorary members under the patronage of the President of the Federal Republic of Germany. Its work is funded by private donations and public grants. Welthungerhilfe is working since the 1980’s continuously in Afghanistan and opened the first offices in 1992. Since this time Welthungerhilfe has implemented some 165 project in Afghanistan. Main fields of Welthungerhilfe intervention in Afghanistan are emergency relief, food and nutrition security, rural and regional development and water and sanitation.

Job Description:

Objectives of the position

·         This position forms part of a 36-month innovative research and development/applied research Project implemented by Welthungerhilfe Afghanistan.

·         The incumbent is primarily responsible to assist Product Owner 3 in planning, organizing and implementing a ‘product’ namely the operationalization of a WHH and private sector co-founded social enterprise providing tailored marketing and business support services to CSOs, conform per Project implementation plan

·         The position is responsible for assisting Product Owner 2 in ensuring close coordination and collaboration with relevant Project consortium partners, and where appropriate, with external stakeholders including local authorities.

·         The position is responsible for initiating and consistently maintaining close coordination with other team members to actively identify support synergies and complementarities across Welthungerhilfe’s Project. 

·         Duties and area of responsibility

·         The Employee reports directly to Head of Project.  

·         Duties with direct responsibility

·         Responsible for developing a clear and detailed conceptual understanding of Welthungerhilfe’s innovative Project concept and approach, based on Project documents

·         Supporting operational and day-to-day management and leadership of Product Development Team conform per Project implementation plans

·         Ensuring timely adherence to Project implementation plan and delivery of Project outputs

·         Preparation of various Project reports and briefs throughout Project lifecycle  

·         Ensuring close collaboration with other Project team members

·         Ensuring close collaboration with Project consortium partners in context of Product development and implementation

Duties with shared responsibility:

·         Preparation of Donor reporting 

·         Preparation / updating of Project implementation plans

·         Supporting Product Owner 3 in meetings and outreach with Project external stakeholders and coordination fora where appropriate and relevant

·         Fulfillment of other Project tasks as reasonably assigned by Product Owner 3

·         Specific Activities and Duties of the Position

·         Project Officer will support day-to-day work of a small Product Development Team consistent of a Product Owner. The Product Development Team is responsible for developing, implementing/testing a ‘product’ namely the operationalization of a WHH and private sector co-founded social enterprise providing tailored marketing and business support services to CSO, conform per Project implementation plan.

·         The Project Officer provides on-time support and assistance to his/her Product Development Team to ensure it stays on track in terms of following the Project methodology and approach, and delivers their work as conform per the Project implementation plan. The specific duties expected of incumbent are as below:

·         Work with Product team to develop, monitor and update workplans for activities associated with the project

·         Support successful delivery of Product activities by organizing and facilitating regular communications, consultations and meetings

·         Develop and routinely maintains pertinent Product planning and monitoring tools, calendars
Liaise with relevant consortium members to address Product-related actions and requirements
Contribute to and coordinate the compilation of information for progress reports (quarterly reports), lessons and innovations, and other Product related materials for internal and external communication

·         In collaboration with Product team, collect qualitative data and insights on CSOs dependent on external funding sources

·         Assist Product team in conducting research on existing charitable behaviors on different population segments, perspectives of Afghans on different types of charitable giving to develop a deeper understanding on the role of the Afghan philanthropic sector and Afghan’s charitable donation behaviors

·         In collaboration with Product team, support coaching, mentorship and social enterprise development support to CSOs

·         Assist in designing business model, business development plans, training manuals, model enterprises, enterprise development protocols, communication and sponsorship protocols
In collaboration with Product Owner, lead in development of marketing plans and strategies that promote market opportunities for the enterprise

·         Support development of business start-ups to CSOs and support and develop start-ups into Small and Medium-size Enterprises (SMEs)

Largely responsible to provide technical support to project and oversee establishment of social enterprise providing marketing and business support to CSOs 

Job Requirements:

·         Knowledge/Qualifications

·         Professional/ formal qualifications

·         A minimum of bachelor’s degree in Social Sciences preferably in Entrepreneurship, Economics, Marketing and Commerce, Master’s preferred

·         Job-related professional experience

·         3 to 4 years professional working experience in Afghanistan

·         Project management experience, including partner implemented projects

·         A minimum of two years’ experience in business development, entrepreneurship and social enterprises

·         Experience implementing projects jointly with partners preferred

·         Experience in marketing or business development highly preferred

Language skills

·         Fluency in English and Dari mandatory, Pashto desired

·         Miscellaneous

·         Understanding of SME business procedures including: business legal and regulatory systems, financing, human resources, sales and marketing, financing options

·         Mentorship experience and capability

·         Ability to analyze and utilize program development gaps for designing programs

·         Social skills
