Job Description:

 

The incumbent serves as a civil engineer and technical advisor to SIGAR on audits, inspections, and investigations relating to U.S. reconstruction programs in Afghanistan. More than $100 billion has been appropriated by the U.S. Congress for Afghanistan reconstruction. The incumbent will be assigned to projects priced from several hundred thousand dollars to projects costing more than $100 million dollars. Sites are located throughout Afghanistan and are managed by the U.S. Government and its contractors. The incumbent reports to a Deputy Assistant Inspector General for Audit- Afghanistan through a Professional Engineer. Extensive travel in and around Afghanistan is required to project sites, many of which are remote and difficult to access.

 

 

Job Requirements:

 

EXPERIENCE: minimum of 4 years of experience Civil Engineering with emphasis in design and construction quality Assurance is required.

JOB KNOWLEDGE: Must be technically sound in the fundamentals of engineering, be able to work multiple projects simultaneously, Provide technical support for others.

Education Requirements:
Bachelor’s degree in Civil Engineering. Graduation from a recognized university or college of civil engineering is required
Evaluations:
LANGUAGE: Level 4 English, Dari and Pashto (spoken and written) is required.
This may be tested.

 

SKILLS AND ABILITIES: Knowledge of developing country engineering design, contracting, construction methods and techniques. Knowledge and skill to evaluate controversial or complex projects and programs complicated by the attempted application of U.S. and International standards and methods by local or third country national contractors. Highly developed interpersonal skills are required to meet and deal effectively with others at all levels of authority and exert a positive influence. Extensive experience in communicating technical information orally and in writing in preparation of required reports for audits and investigations. Experience with AutoCAD, Excel and word is required as well as general computer knowledge. Some typing ability, good handwriting (printing in calculations) and some hand drafting skills are also expected. An Afghan driver’s license required.
