Livelihood Specialist (EGEMA Project)

UNDP Afghanistan Mission statement:                                       

UNDP supports stabilization, state building, and governance and development priorities in Afghanistan. UNDP support, in partnership with the Government, the United Nations system, the donor community and other development stakeholders, has contributed to institutional development efforts leading to positive impact on the lives of Afghan citizens. Over the years UNDP support has spanned such milestone efforts as the adoption of the Constitution; Presidential, Parliamentary and Provincial Council elections; institutional development through capacity-building to the legislative, the judicial and executive arms of the state, and key ministries, Government agencies and commissions at the national and subnational levels. UNDP has played a key role in the management of the Law and Order Trust Fund, which supports the Government in developing and maintaining the national police force and in efforts to stabilize the internal security environment. Major demobilization, disarmament and rehabilitation and area-based livelihoods and reconstruction programmes have taken place nationwide. UNDP Programmes in Afghanistan have benefited from the very active support of donors.

UNDP Afghanistan is committed to the highest standards of transparency and accountability and works in close coordination with the United Nations Mission in Afghanistan and the UN system to maximize the impact of its development efforts on the ground.

Organizational Context:

 

Based on experiences and lessons learnt built from the GEP-II, the new phase of the gender project was developed as Enhancing Gender Equality and Mainstreaming in Afghanistan (EGEMA) with three pillars: 1) Institutional Strengthening of MOWA 2) Women’s livelihoods strengthening and 3) Gender Transformative approaches. The project will be implemented under the Direct Implementation modality of UNDP. The goal of capacity building will be achieved through a strategy based on the principles of 1) strengthening the Capacity of National and Sub-national Partners to deliver the goal and objectives of EGEMA; 2) promote and contribute to the coordination of gender-related activities and program coherence within the UN system; 3) enhancing the capacity of government institutions; 4) facilitate partnerships and synergies.

The project is in the last year of its implementation which is a critical position for the project to as there is need to ensure that it sets off not only to achieve the commitments, in line with project document, but also to establish strong foundations for the coming years.

Duties & Responsibilities:

·        mplementation of UNDP strategies to promote gender equality and women’s economic empowerment through livelihoods strengthening initiatives at national and subnational levels;

  • Ensuring appropriate programme design and delivery as well as finding potential partnership at the national and sub-national levels;
  • Strengthening the MOWA’s strategic partnership and networking to gain an oversight and coordination role;
  • Provide advice on potential areas and potential cooperation with private sector for EGEMA and the adjustment of ongoing activities to ensure that the project remains in harmony with national policies and priorities;
  • Help develop training tools and strategic plans that facilitate achievement of pillar objectives;
  • Assist the project manager to prepare detailed work plans, schedule and budget for the livelihood’s component of the project; 
  • Provide technical support for strengthening the capacity of the Economic and Social Services to Women Directorate;
  • Prepare concept notes and terms of references to future activities in consultation with the Programme Unit at the Country Office and EGEMA project management;  
  • Lead in the implementation of activities on improving M&E of livelihoods strengthening activities;
  • Provide inputs to the proposals, concept notes, reports prepared EGEMA consultants and project technical staff and ensure quality and timeliness of reports;
  • Contribute to knowledge networks and communities of practice through identification of best practices and lessons learned
  • Carry out other duties assigned by the project manager.

Qualifications:

Education:

·         Master’s or bachelor’s degree in international development, Social Science, Political Science, Economics, Economic development of Agriculture or Gender Studies with relevant work experience in strengthening government institutions and in women’s economic empowerment

Experience:

  • With master’s degree 2 years and with bachelor’s degree 4 years of experience in programme development and planning.
  • Experience working with government institutions is desirable.
  • Gender related experience is important.
  • Strong knowledge in use of Excel for data analysis
  • Efficient writing and communication 
  • Ability to work independently, manage multiple tasks and work in diverse work environment with different people
