Duties:
BASIC FUNCTION OF POSITION:
The position requires the FSN to operate as an administrative assistant who will support SIGAR personnel assigned to the SIGAR offices in Afghanistan. The position requires the FSN to deal with daily operational matters as they may impact upon the SIGAR’s mission in Afghanistan. Given the limited language skills of term and TDY personnel, the FSN may be required to provide critical and constant guidance to SIGAR personnel during interactions with host nation persons.

EXPERIENCE: 5 years’ prior administrative assistance.
JOB KNOWLEDGE: Familiarity with administrative processes. Knowledge of the country of Afghanistan and surrounding regions. Must have extensive typing skills (40 wpm), be able to operate a motor vehicle safely and be in excellent physical condition and health due to the sometimes arduous nature of the position. Must be familiar with the other various indigenous languages spoken in Afghanistan.
Education Requirements:
Two years of college studies is required.

LANGUAGE: Level IV English, Level IV Dari and Pashtu is required
This may be tested.
SKILLS AND ABILITIES: Ability to maintain extensive contacts with members of the U.S. and Afghan Government. The individual must be able to conduct liaison/operations, provide analysis, and provide guidance to the U.S. and Afghan personnel. Computer skills must include Microsoft Word, Excel, Access and PowerPoint. FSN must possess a valid driver’s license.

ADDITIONAL SELECTION CRITERIA:
1. The Mission may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
2. Current OR employees having served less than one (1) year in their current position are not eligible to apply. In addition, current OR employees, regardless of agency or section, who have received job-specific training away from Post at U.S. Government expense may not be considered for any other position within the Mission for six months from the completion date of the training. Current employees of the Mission who have not successfully completed their initial probationary periods are not eligible to apply. Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of 100 points or less, on their most recent Employee Performance Report (EPR) are not eligible to apply.
3. Current employees of the Mission hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
4. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s tour of duty to be considered eligible to apply for this position.
